The Australian parliament has passed new local content quotas targeting global streaming services with over one million Australian subscribers. This landmark legislation ensures streaming platforms invest in local productions, helping to spotlight Australian stories and talent.

What Are the New Rules for Streaming Services in Australia?
Streaming services with more than one million Australian subscribers must now allocate 10% of their total Australian expenditure or 7.5% of their revenue to creating local Australian content. Platforms that fail to comply face fines of up to ten times their annual Australian revenue.

There are no restrictions on the type of content required, meaning the quotas could be met with dramas, comedies, children’s programming, documentaries, or educational content.

Australia’s Arts Minister, Tony Burke, emphasized the importance of showcasing Australian voices and stories. He stated:
“We have content requirements for free-to-air and pay television, but until now, streaming services had no obligation to feature Australian stories. This legislation puts Australian content front and center, ensuring our stories are accessible no matter the streaming platform.”

Which Streaming Services Are Affected?
Six major platforms currently meet the one million subscriber threshold in Australia, including:

  • Netflix
  • Amazon Prime Video
  • Disney+
  • Stan
  • Paramount+
  • Binge

HBO Max is also expected to have hit this milestone. With the subscription video-on-demand (SVOD) market growing 5% annually and Australian households averaging 3.3 streaming services, the impact of this legislation will be widely felt.
